
The Minister of economy, industry and employment, Christine Lagarde, finally could not Chair yesterday the "crisis meeting" on the job: it was called to prepare... another crisis meeting, one to be held this morning at the Elysee with insurers and bankers. In his absence, his Secretary of State for employment Laurent Wauquiez, calling for "calm" and "cold-blooded", took note of the 2.2 increase in the number of job seekers in August, according to officially published figures yesterday by the ANPE. This corresponds to 41.300 more unemployed, the highest monthly increase since 1993. After two years of decline continued in 2006 and 2007, and then a consolidated since the beginning of the year, the reversal of trend is severe.
Little hope of improvement

Apart from less than 25 years ( 0.1), traditionally few to subscribe to the NAE in the summer, all categories of unemployed are strongly affected by seniors ( 2.9) and the unemployed of long duration ( 3.4, read below). The risk is now that this sharp increase will become as durable: strong growth slowing and the double crisis, financial and real estate, leave indeed little hope of an improvement in the short term.
The Government therefore rang yesterday the general mobilization including summoning the ANPE-Assedic, the Association for vocational training of adults (APMA) and local missions, which will now have to meet every month and "creativity". Budget 2009 presented Friday providing for a decline of 5 of the appropriations for the Department of employment, the Government is indeed very little margin for manoeuvre.
Mobility aids strengthened
Laurent Wauquiez promises to "mobilize, if need be, more" assisted contracts (see below), as has already been done in July, with 60,000 contracts more than expected. In the immediate future, there are "accelerate" the deployment of 45,000 contracts of autonomy for young people from difficult neighbourhoods. For the rest, he intends to develop the efficiency of the public employment service, with an implementation accelerated fusion ANPE-Assedic and custom support to the unemployed. It established also a better use resources, by strengthening mobility aid, and hopes that the reform of vocational training will improve the training of the unemployed.
